In the Global Search, tasks that are "On Hold" should populate in the search results

Our users rely heavily on the Global Search bar to find their tasks. We've discovered that tasks in a status of "On Hold" do not populate in the Global Search results. Optimizely support informed us this was by design, as the global search bar treats "On Hold" status as equivalent to "Archived". We feel those are very different and would prefer that "On Hold" tasks populate in the Global Search bar.
