Convert html to native xliff markup with language manager

The feature to export xliff content from language manager treats xhtml content as simple string content i.e. entire html string is added to the xliff file as is, meaning the translation system has to support translating html. The xliff specification provides a way to convert html into native xliff markup, and suggests responsibility for this process rests with the source system.

Proposal is to convert xhtml string content to xliff and back to simplify the process for the translation system.
