Visitor Groups / Personalization settings and Access Rights

I want to define visitor Groups & personalization settings per brand and define which users are authorized to access this (set access rights). Only users who are authorized can see the visitor groups and personalization settings.

    A year on and we're still not using visitor groups and personalisation because it's still a free for all.
    Please can someone review this :)
